Notice of Intent to Award Contract

Oceanside Place Advertising Services

Issued: November 7, 2018

Vendors are advised the Regional District of Nanaimo (RDN) intends to negotiate and direct award a five (5) year agreement with Matt Woods Advertising for the provision of advertising agency services for Oceanside Place, 830 West Island Highway, Parksville, B.C.

Services include, but are not limited to, obtaining advertisers for:

  • Rink Boards
  • Banners
  • In ice logos
  • Backlit signs
The estimated value of the five (5) year agreement may be greater than $75,000.

The RDN wishes to negotiate and direct award for the following reasons:

  • The current provider has been providing these services to the satisfaction of the Regional District of Nanaimo for more than 15 consecutive years and has developed relationships with businesses within the community.
  • Multiple Requests for Proposals issued in the past have resulted in only one submission from the incumbent.
Vendors wishing to challenge the RDN’s intention to negotiate and direct award and advertising agency agreement with Matt Woods must submit their objection, in writing, via email to the following person on, or before 3:00 p.m. PST on November 21, 2018:

Objections must be submitted on company letterhead and be signed by an individual authorized to represent the company submitting the objection. Vendors must clearly state the reasons why they believe they are qualified to supply the services that are being proposed to be direct awarded and why the services should be competitively tendered.

The RDN retains the right to determine its future course of action depending on any responses received and to perform its due diligence as required prior to making a final decision.
