Vendors are advised the Regional District of Nanaimo (RDN) intends to negotiate and direct purchase an annual subscription with Noratek Solutions Inc. for the ongoing use of their CityReporter inspection tracking software for the RDN's Water Services Department.

Functions provided by the software include, but are not limited to:

  • Secure, cloud-based, non-modifiable record storage
  • App-based, non-cellular, mobile inspection data collection and reporting
  • App-based automated notification and work order generation
  • Secure, cloud- based data synchronization among multiple mobile devices
  • Independent of RDN IT network
The estimated value of the annual subscription may be greater than $10,000. The RDN wishes to negotiate and direct award for the following reasons:
  • Noratek currently provides this type of services to the satisfaction of the Regional District of Nanaimo in other areas of the organization.
  • Requests for Proposals for similar services in the past have not generated any comparable proposals.
Vendors wishing to challenge the RDN's intention to negotiate and direct purchase with Noratek Solutions Inc. must submit their objection, in writing, via email to the following person on, or before 3:00 p.m. PST on March 12, 2019:

Objections must be submitted on company letterhead and be signed by an individual authorized to represent the company submitting the objection. Vendors must clearly state the reasons why they believe they are able to supply services comparable to those that are being proposed to be direct purchased and why the services should be competitively tendered.

The RDN retains the right to determine its future course of action depending on any responses received and to perform its due diligence as required prior to making a final decision.
