DELEGATIONS

D.K. Haley, re Quennell Lake Drainage and Flood Control Local Service � Abandonment of Initiative.

Mr. Haley spoke with respect to the ongoing drainage agreement discussions with the RDN, the Ministry of Environment, and the Department of Fisheries and Oceans. The Board was urged not to withdraw from negotiations and to allow a formal agreement to be finalized and signed.

MOVED Director Holme, SECONDED Director McLean, that the following late delegation be permitted to address the Committee at this time as it pertains to the same subject.

John Huff, re Quennell Lake Drainage and Flood Control Local Service � Abandonment of Initiative.

Mr. Huff presented a short account of past efforts to rectify the Quennell Lake drainage problems and raised his concerns regarding the costs that have accumulated during past and present negotiations. He urged the Board to consider an agreement which does not include a payment of $15,000 to the landowner.

MOVED Director Rispin, SECONDED Director Krall, that the delegation be received.

DELEGATIONS

Denis Cuerrier, President, Westcoast Landfill Diversion Corporation, re Organic Waste Composting.

A visual and verbal presentation was given by Mr. Cuerrier outlining the advantages of organic waste composting and offering the services of his company to divert yard, garden, animal, food and biosolid wastes from the landfill. He encouraged the Board to impose a ban on organics disposal at the Cedar Landfill.

MOVED Director Hamilton, SECONDED Director Stanhope, that the minutes of the regular Environmental Services Committee meeting held on Tuesday, August 22, 2000, be adopted.

CORRESPONDENCE

John Hachey, Federation of Canadian Municipalities, re Municipal Leaders� Statement on Climate Change.

MOVED Director McLean, SECONDED Director Korpan, that the correspondence from the Federation of Canadian Municipalities with respect to municipal leaders� statement on climate change, be received for information.

LIQUID WASTE

Benchmarking � Wastewater Treatment Facilities.

MOVED Director Stanhope, SECONDED Director Krall, that the staff report on benchmarking Regional District liquid waste facilities be received for information and that benchmarking continue with other Canadian utilities.

MOVED Director McLean, SECONDED Director Korpan, that the motion be amended to add "and that costs for benchmarking not exceed $10,000 at this time, and any future increases be reviewed by the Board".

CARRIED

The question was called on the main motion as amended.

The motion CARRIED.

Sewage Disposal Regulation Bylaw No. 1224.

MOVED Director Westbroek, SECONDED Director Macdonald, that "Regional District of Nanaimo Sewage Disposal Regulation Bylaw No. 1224, 2000" be introduced, read three times and forwarded to Municipal Affairs for approval.

Quennell Lake Drainage and Flood Control Local Service � Abandonment of Initiative.

MOVED Director Elliott, SECONDED Director Holme, that this item be referred back to staff for sixty days to address and review new information.

CARRIED

Director Krall left the meeting.

SOLID WASTE

Progress Report � Source Separated Organic Waste Composting.

MOVED Director Rispin, SECONDED Director Stanhope, that the Board cancel the RFP process for a regional composting facility.

A recorded vote was requested.

The motion CARRIED with Directors Holme, Hamilton, Pipes, Westbroek, Sherry, Haime, Sperling, Macdonald, Holdom, McLean, Korpan, Rispin and Stanhope voting in the affirmative and Directors McNabb and Elliott voting in the negative.

MOVED Director McLean, SECONDED Director Westbroek, that a report be prepared for the next Environmental Services Committee meeting outlining costs to have organic waste transferred to a private organic waste composting site.

Land Use and Subdivision Bylaw Amendment Bylaw No. 500.268.

MOVED Director Holme, SECONDED Director Elliott,:

1. That "Regional District of Nanaimo Land Use and Subdivision Bylaw Amendment Bylaw No. 500.268, 2000" be given 1st and 2nd reading and proceed to Public Hearing.

2. That the Public Hearing for Bylaw No. 500.268 be chaired by the Director for Electoral Area �E�, Director George Holme, or his alternate.
