MOVED Director Hamilton, SECONDED Director McNabb, that the minutes of the regular Environmental Services Committee meeting held on Tuesday, April 25, 2000, be adopted.

Cindy Stern & Greg Bach, re South Island Forest District Update.

Ms. Stern provided the Committee with an update on the District�s forestry activities and the new directions being taken by the Ministry of Forests.

Greville Ferguson & Don Kennedy, re Whiskey Creek Water System Assessment.

Mr. Kennedy, speaking on behalf of the Whiskey Creek Water Society, raised the Society�s concern with respect to the existing water system and the request being made by the RDN on their behalf for a water system infrastructure study grant.

MOVED Director Rispin, SECONDED Director McNabb, that the delegation be received.

UBCM, re 200 Resolution Process.

MOVED Director McNabb, SECONDED Director Stanhope, that the correspondence from the Union of British Columbia Municipalities with respect to the 2000 resolution process, be received.

Greater Nanaimo Pollution Control Centre � Digester Repairs � Award Contract.

MOVED Director McNabb, SECONDED Director Stanhope, that the Regional District of Nanaimo award the Greater Nanaimo Pollution Control Center, Digester Roof Repairs, for the tendered amount of $277,491.66, to Tory and Sons.

Chase River Pumping Station Upgrade � Award Contract.

MOVED Director Rispin, SECONDED Director Holdom, that the Regional District of Nanaimo award Chase River Pumping Station Upgrade, for the tendered amount of $182,880.00, to Gammy Ventures.

Biosolids Management Plan.

MOVED Director Macdonald, SECONDED Director Rispin, that the workplan for biosolids be received.

UTILITIES

Whiskey Creek Water System Assessment.

MOVED Director McLean, SECONDED Director Quittenton, that this item be deferred to the next Environmental Services Committee meeting.

DEFEATED

MOVED Director Stanhope, SECONDED Director McNabb, that the Board support an application to Municipal Affairs for a $10,000 local government grant for the Whisky Creek Water Utility Asset Condition Study and if the application is approved, to supplement the grant by up to $5,000.00 from the Feasibility Fund.

MOVED Director McLean, SECONDED Director Westbroek, that the motion be amended by deleting the words "Asset Condition".

DEFEATED

The question was called on the main motion.

A recorded vote was requested.

The motion CARRIED with Directors English, Hamilton, Quittenton, Westbroek, Sherry, Haime, Sperling, Macdonald, Holdom, McNabb, Elliott, Lance, Rispin and Stanhope voting in the affirmative and Director McLean voting in the negative.

Application for Inclusion in French Creek Sewer Local Service Area � Lot 61, Plan 26477, Barclay Crescent � Area G.

MOVED Director Stanhope, SECONDED Director Westbroek,:

  4. That "French Creek Sewerage Facilities Local Service Area Amendment Bylaw No. 813.23, 2000" be introduced, read three times and forwarded to the Inspector of Municipalities for approval.

Church Road Transfer Station � Site Improvements � Award Contract.

MOVED Director McLean, SECONDED Director McNabb, that the 2000 Church Road Transfer Station Site Improvements contract be awarded to Lind Construction for the tendered price of $130,180.37.
