OF THE REGIONAL DISTRICT OF NANAIMO HELD ON
TUESDAY, APRIL 25, 2000, AT 7:30 PM IN THE

DELEGATIONS

Debbie Bigham, re Spruston Enterprises Ltd. and MacMillan Bloedel Ltd. � Spruston Road � Area C.

Ms. Bigham, President, Capital City Kart Club, noted the confusion which has risen regarding the Board�s motion of April 11th with respect to the approval of special event applications subject to the cart club�s obtaining an extension of the consent order. The Board was urged to support the application for special event permits and allow the season to be held for one year.

Jim Pelk, re Spruston Enterprises Ltd. and MacMillan Bloedel Ltd. � Spruston Road � Area C.

Mr. Pelk stressed the hardship to cart club members if the Board denies special event permits for this year and urged the Board to approve the club�s request to race this year only, which would allow them time to continue discussions on relocation for the 2001 season.

MOVED Director Quittenton, SECONDED Director Hamilton, that the following delegations permitted to address the Board.

Sharon Bennett, re Spruston Enterprises Ltd. and MacMillan Bloedel Ltd. � Spruston Road � Area C.

Ms. Bennett, 2505 Godfrey Road, noted the residential opposition to the racetrack over the years and Spruston�s unsuccessful attempts at addressing the noise abatement issue.

Ralph Bennett, re Spruston Enterprises Ltd. and MacMillan Bloedel Ltd. � Spruston Road � Area C.

Mr. Bennett, 2505 Godfrey Road, stressed his concern regarding the Board approving any events at the Cassidy Speedway as it will leave the door open for Spruston Enterprises to attempt extending its existence at Cassidy Speedway for yet another year.

John Walker, re Spruston Enterprises Ltd. and MacMillan Bloedel Ltd. � Spruston Road � Area C.

Mr. Walker declined to speak.

Gail Johnson, re Spruston Enterprises Ltd. and MacMillan Bloedel Ltd. � Spruston Road � Area C.

Ms. Johnson, a resident of 3510 Galloway Road for 31 years, noted that the racers have had three years since the Court Order was put in place and, although the residents realize the sacrifices parents make for their children to allow them to participate in sports such as go kart racing, it should not be at the cost of the residents in the area.

David O. Saville Peck, re Spruston Enterprises Ltd. and MacMillan Bloedel Ltd. � Spruston Road � Area C.

Mr. Saville Peck, noting his involvement in the Capital City Go Kart Club and racing in general, provided a history of the club and the cart track itself. He noted that the Capital City Go Kart Club is totally separate from Spruston Enterprises other than its lease with them for the track, and stressed that the club will die if it is unable to race this year.

Dorothy Alexander, re Spruston Enterprises Ltd. and MacMillan Bloedel Ltd. � Spruston Road � Area C.

Ms. Alexander re-iterated other go-kart club participants� concerns regarding the continuing existence of go-kart racing if they are not permitted to race this year at the Spruston location.

COMMUNICATIONS/CORRESPONDENCE

Eileen Stevens, re Spruston Enterprises Ltd. and MacMillan Bloedel Ltd. � Spruston Road � Area C.

MOVED Director Korpan, SECONDED Director Quittenton, that the correspondence from Eileen Stevens regarding the Capital City Go Kart Club�s request for special permits be received.

Clarification of April 11, 2000 Board Motion.

MOVED Director Rispin, SECONDED Director McNabb, that the request by Spruston Enterprises Ltd. for Special Event Permit Applications be granted for Go Karts only between May 1 and September 30, 2000 (with no more than eight 2 day events and one 3 day event) subject to the applicant�s successful amendment of the consent order.

A recorded vote was requested.

The motion was DEFEATED with Directors Quittenton, Haime, Sperling, McNabb, Krall, McLean, Rispin and Stanhope voting in the affirmative and Directors Holme, Hamilton, Westbroek, Sherry, Macdonald, Holdom, Elliott and Korpan voting in the negative.
