MOVED Director Hamilton, SECONDED Director Krall, that the minutes of the regular Environmental Services Committee meeting held on Tuesday, February 22, 2000, be adopted.

Wayne Diedrichsen, re Pacific Shores Local Service Area � Area G.

Jim Kipp, speaking on behalf of Mr. Diedrichsen, urged the Board to support the applicant�s request to connect to the Pacific Shores sewer system and cited the applicant�s existing system failure, the existence of precedents of inclusion with no covenants, the existence of an oversized service connection and water course environmental concerns as possible justification for connection approval.

COMMUNICATION

UBCM, re Beverage Containers � New Charges.

MOVED Director McNabb, SECONDED Director Holme, that the correspondence from UBCM regarding new charges for beverage containers be received for information.

MOVED Director Holdom, SECONDED Director Holme, that staff be instructed to write Premier Ujjal Dosanjh and the Honourable Joan Sawicki, Minister of Environment, Lands and Parks and the District�s local MLA indicating:

  1. the Regional District of Nanaimo does not support the imposition of an �extra fee� on consumers by the beverage container industry and that action be taken to stop these additional charges from being imposed;
  2. the beverage container industry be required to clearly justify in a transparent fashion any future environmental fee increases on its products to the public before an increase is implemented; and
  3. the deposit-refund system be the only method that the beverage container industry be permitted to use to recover its recycling costs from the consumer.

Southern Community Sewer Development Cost Charges.

MOVED Director Krall, SECONDED Director Klee,:

  1. That the development cost charges for the Nanaimo District Senior Citizens Housing Development Society�s 30 unit not-for-profit senior�s housing development be reduced by 50%.

2. That RDN staff review the development cost charges with the City of Nanaimo for the Southern Community Sewer Local Service Area and report back to the Board after completion of the City of Nanaimo development cost charge review.

Pump and Haul Amendment Bylaw No. 975.17 � 3007 Park Place and 1352 Marina Way � Area E.

MOVED Director Holme, SECONDED Director McNabb, that "Regional District of Nanaimo Pump and Haul Local Service Area Amendment Bylaw No. 975.17, 2000" be read three times and forwarded to the Inspector of Municipalities for approval.

Fairwinds Water Local Service Area � Reserve Fund Bylaw No. 1176.

MOVED Director Holme, SECONDED Director Kruyt,:

  1. That "Fairwinds Water Local Service Area Reserve Fund Establishment Bylaw No. 1176, 2000" be introduced and receive first three readings.

2. That "Fairwinds Water Local Service Area Reserve Fund Establishment Bylaw No. 1176, 2000" having received three readings, be adopted.

Pacific Shores Local Service Area � 1560 Terrien Road � Area G.

MOVED Director Holme, SECONDED Director Klee, that the application for inclusion in the Pacific Shores Sewer Local Service Area be denied.

Streetlighting � Northwest Bay Road Intersections � Area E.

MOVED Director Holme, SECONDED Director McNabb, that "Regional District of Nanaimo Northwest Bay Road Intersections Streetlighting Local Service Area Establishment Bylaw No. 1211, 2000" be introduced and given first three readings, forwarded to the Inspector of Municipalities for approval, and proceed through counter petition to obtain elector consent.

SOLID WASTE

Solid Waste Update.

The Manager of Solid Waste presented a visual and verbal overview of the plans, programs and facilities within the Solid Waste function of the Regional District of Nanaimo. Ms. McIver highlighted areas including strategic plan goals, the current situation, SWMP history, residual management, the 3R�s programs, garbage collection and recycling, the disposal facilities, CRTS compacting and transporting and a budget overview.

2000 Illegal Dumping Prevention Program Workplan.

MOVED Director McLean, SECONDED Director Klee, that the Regional District continue with the historic Illegal Dumping Prevention Program emphasizing education over enforcement with a reward, upon conviction, payable to reporters of illegal dumping activities.

MOVED Director McNabb, SECONDED Director Hamilton, that the 2000 Illegal Dumping Prevention Program Workplan be approved.

Self-Haul Tipping Fees.

MOVED Director McLean, SECONDED Director Sperling, that the fee structure for self-haul loads not be amended.

DEFEATED

MOVED Director Korpan, SECONDED Director Kruyt,:

  1. That the fee structure for self-haul loads be changed from a flat rate based on vehicle type to a flat rate based on weight.
  2. That the fee structure be amended to $2.00 for small loads less than 50 kg and $4.00 for small loads from 51 kg to 100 kg effective May 1, 2000.
  3. That the "Regional District of Nanaimo Solid Waste Management Regulation Amendment Bylaw No. 894.12, 2000" be introduced and read three times; and
  4. That the "Regional District of Nanaimo Solid Waste Management Regulation Amendment Bylaw No. 894.12, 2000" having received three readings, be adopted.

MOVED Director McNabb, SECONDED Director Elliott, that the motion be amended as follows:

  1. That the fee structure be amended to $2.00 for small loads less than 50 kg and $3.00 for small loads from 51 kg to 100 kg effective May 1, 2000.

CARRIED

The question was called on the main motion as amended.

Status Report.

MOVED Director McLean, SECONDED Director McNabb, that the 2000 Special Occasion Applications status report be received for information.

Association for Injured Motorcyclists (AIM Spring Fever Dance, April 1, 2000) � Area F.

MOVED Director McLean, SECONDED Director Hamilton, that the Board approve the Association for Injured Motorcyclists� request for the issuance of a one (1) day special occasion license to operate a beer garden at the A.I.M. Spring Fever Dance on April 1, 2000.

MOTION TO CLOSE MEETING

MOVED Director Holme, SECONDED Director Korpan, that pursuant to the appropriate section of the Municipal Act, the Environmental Services Committee proceed to an In Camera meeting to discuss a personnel matter.
