ELECTION OF DEPUTY CHAIRPERSON

Director Rispin nominated Director Macdonald.

MOVED Director Stanhope, SECONDED Director McLean, that nominations be closed.

There being no further nominations, the Chairperson declared Director Macdonald Deputy Chairperson of the Environmental Services Committee for 2000.

LATE DELEGATIONS

MOVED Director McNabb, SECONDED Director McLean, that the late delegations be permitted to address the Committee.

Paul Kepka, Brechin Views, re Waiving of Tipping Fees.

Mr. Kepka presented a short history of Brechin Views Condominiums including the repair attempts by the developer and contractor, and urged the Board to approve waiving the $20,000 tipping fees estimated for removal of repair materials.

Gail Beck, Brechin Views, re Waiving of Tipping Fees.

Ms. Beck, representing Brechin Views Condominiums as the Chairperson of the Strata Council and as a condominium owner, raised the owners� concerns regarding the lack of assistance available to existing leaky condos. New legislature has been set in place for future developments but this will not effect any previous claims for assistance.

Julian Fell, re Proposed Fee for Septage Dumping.

Mr. Fell reviewed staff�s method of determining treatment costs for septage as stated in a staff report and presented another possible method of cost determination which would reduce the financial burden on the residences on septic service.

MOVED Director Westbroek. SECONDED Director McLean, that Merv Mueller be permitted to address the Committee as a late delegation.

Merv Mueller, re Proposed Fee for Septage Dumping.

Mr. Mueller raised his concerns regarding the possible extreme rise in the cost to dump septage. Mr. Mueller also expressed concern that the additional cost to residents may result in a reduction in the number of people adequately servicing their septic tanks or disposing of their septage inappropriately, and thereby presenting a possible impact on the environment. Mr. Mueller urged the Board to look at other options including a possible parcel tax increase to all septic users.

MOVED Director McNabb, SECONDED Director McLean, that the minutes of the regular Environmental Services Committee meeting held on Tuesday, October 26, 1999 be adopted.

Waiving of Tipping Fees � Leaky Condos.

MOVED Director McLean, SECONDED Director Stanhope, that the Board deny the request by the Brechin View Condominium owners and any further requests from other leaky condo owners to waive tipping fees as a result of waste material generated by repairs to their buildings.

LIQUID WASTE

Wembley Road/French Creek Sewer Pre-Design Study.

MOVED Director Quittenton, SECONDED Director Stanhope, that the report, "Wembley Road/French Creek Sanitary Sewer, Pre-Design Study, October 1999" be received and approved as the required servicing strategy for the Wembley Road area in French Creek.

French Creek Pollution Control Centre � Odour Control.

MOVED Director Quittenton, SECONDED Director McNabb, that the General Manager of Environmental Services and the supervisor of the FCPCC meet with staff at the Pollution Control Centre in Port McNeill prior to any further changes to the French Creek facility.

MOVED Director Rispin, SECONDED Director McLean, that RDN staff and Board members travel to Port McNeill and meet with Port McNeill staff during attendance at AVIM in Port Hardy in March.

  1. That staff be directed to construct odour control works for the septage and ATAD air streams.
  2. That "Regional District of Nanaimo Northern Community Sewer Local Service Area Excess Capital Funds Expenditure (Odour Control Improvements) Bylaw No. 1200, 2000" be introduced and read three times.
  3. That "Regional District of Nanaimo Northern Community Sewer Local Service Area Excess Capital Funds Expenditure (Odour Control Improvements) Bylaw No. 1200, 2000" having received three readings, be adopted.
  4. That once the odour control works have been installed, staff report to the Board on the project impact and whether further works are necessary.

Pump and Haul Amendment Bylaw No. 975.16. (Broom Road � Area F)

MOVED Director McLean, SECONDED Director Stanhope,:

  1. That the application for inclusion into the pump and haul service for the following property be accepted:

  3. That "Regional District of Nanaimo Pump and Haul Local Service Area Amendment Bylaw No. 975.16, 2000" be read three times and forwarded to the Inspector of Municipalities for approval.

Septage Handling � Trucked Liquid Waste Disposal Amendment Bylaw No. 988.02.

MOVED Director Stanhope, SECONDED Director Macdonald, that the April 13, 1999 Board motion banning septage be rescinded.

MOVED Director Macdonald, SECONDED Director Stanhope, that the subject of septage handling of trucked liquid waste disposal be referred to the Regional District�s Services Review Committee for review of cost recovery options and report back to the Environmental Services Committee.

MOVED Director McLean, SECONDED Director Quittenton, that staff be directed to supply the cost per residence and the number of residences in the District 69 rural areas which contribute to FCPCC and trucked liquid waste disposal and include these figures in the report.

Amendment to Tipping Fees � Bylaw No. 894.12.

MOVED Director Westbroek, SECONDED Director Stanhope,:

  1. That "Regional District of Nanaimo Solid Waste Management Regulation Amendment Bylaw No. 894.12, 2000" be introduced and read three times.
  2. That "Regional District of Nanaimo Solid Waste Management Regulation Amendment Bylaw No. 894.12, 2000" having received three readings, be adopted.

MOVED Director Holdom, SECONDED Director Cantelon, that this item be referred back to staff for further review of options.

San Pareil Water Local Service Area Amendment Bylaw No. 1170.02.

MOVED Director Stanhope, SECONDED Director McNabb,:

  1. That the existing establishing bylaw be amended to exclude two properties from within the San Pareil Water Supply Local Service Area that were not originally within the Bubbling Springs Private Water Utility. The lots to be excluded are:

905 Shorewood Drive Lot 2, DL 181, Plan 10285, Nanoose Land District

941 Shorewood Drive Lot C, DL 1 & 181, Plan 10875, Nanoose Land District

2. That the "San Pareil Water Supply Local Service Area Amendment Bylaw No. 1170.02, 2000" be introduced, read three times and forwarded to the Inspector of Municipalities for approval.
