MOVED Director Holme, SECONDED Director Garnish, that the Waiving Tipping Fees report be discussed proceeding the delegation.

Paul Kepka, Strata Council Brechin Views, re Waiving of Tipping Fees.

Mr. Tom Krall spoke on behalf of the Brechin Views Strata Council and provided visual and verbal information regarding the water damage to their condominiums and the burden which has been put on the owners. The Strata Council is asking the RDN to assist them in defraying a small portion of the financial burden by waiving tipping fees for the disposal of construction waste generated from repairs.

MOVED Director Stanhope, SECONDED Director McLean, that the delegation be received.

SOLID WASTE

Waiving Tipping Fees.

MOVED Director McLean, SECONDED Director Stanhope, that the Board not waive or reduce fees for repairs on premature building envelope failure (leaky buildings).

A recorded vote was requested.

The motion was DEFEATED with Directors Little, Sherry, Duncan, McGuffie, Stanhope and McLean voting in the affirmative and Directors Holme, Duggan, Loomis, McNabb, Savage, Garnish and Hamilton voting in the negative.

MOVED Director McNabb, SECONDED Director Loomis, that the Board waive fees for repairs on premature building envelope failure (leaky buildings) for Brechin Views Condominiums.

A recorded vote was requested.

The motion CARRIED with Directors Holme, Little, Duggan, Loomis, Duncan, McNabb, Savage, Garnish and Hamilton voting in the affirmative and Directors Sherry, McGuffie, Stanhope and McLean voting in the negative.

MOVED Director Garnish, SECONDED Director Stanhope, that staff prepare a more comprehensive report including projected costs to the District in waiving tipping fees for the receipt of demolition materials resulting from repairs to premature building envelope failure.

MOVED Director Holme, SECONDED Director McNabb, that the minutes of the regular Environmental Services Committee meetings held on Tuesday, August 31, 1999 be adopted.

French Creek Pollution Control Centre � Odour Control.

MOVED Director Holme, SECONDED Director McNabb, that the report on the management of odour at the FCPCC be received.

Pump and Haul Amendment Bylaw No. 975.15. (5346 W. Island Highway � Area H)

MOVED Director McNabb, SECONDED Director Stanhope,:

  1. That the application for inclusion into the pump and haul service for the following property be accepted:
  2. Lot 20, District Lot 16, Newcastle Land District, Plan 13312

  3. That "Regional District of Nanaimo Pump and Haul Local Service Area Amendment Bylaw No. 975.15, 1999" be read three times and forwarded to the Inspector of Municipalities for approval.

SOLID WASTE

Solid Waste Management Plan � Progress Report.

MOVED Director Hamilton, SECONDED Director McLean,:

  1. That the progress report on the Solid Waste Management Plan be received.
  2. That the Board dissolve the Barsby and Weigles Road Local Advisory Committees and that a letter of appreciation be sent to all members of the committees from the Board.
  3. That the Board dissolve the Solid Waste Select Committee and return the responsibility for reviewing the progress of the Solid Waste Management Plan to the Environmental Services Committee.

Amendment to Tipping Fees � Bylaw No. 894.11.

MOVED Director McGuffie, SECONDED Director Stanhope,:

  1. That "Regional District of Nanaimo Solid Waste Management Regulation Amendment Bylaw No. 984.11, 1999" be introduced and read three times.

2. That "Regional District of Nanaimo Solid Waste Management Regulation Amendment Bylaw No. 984.11, 1999" be adopted.

Y2000 PROVISIONAL BUDGET

Y2000 Environmental Services Provisional Budget � Presentation.

The Chief Administrative Officer made a short introduction to the provisional budget and the General Manager of Environmental Services provided a detailed overview of the Environmental Services provisional budget.

MOVED Director Holme, SECONDED Director Garnish, that the Y2000 Environmental Services Provisional Budget be referred to the Board for adoption.
