Mike Jiggins, re Septage Handling.
Mr. Jiggins raised his concerns regarding septic systems which may not be cleaned regularly if septage dumping costs rise and supported the RDN discharging septage other than at the plant as a trial. Mr. Jiggins was also concerned with the possibility of double taxation and the monopolization of septage collection and treatment if a private system were put in place for processing of septage.

Mr. Mueller presented a short history of the French Creek Treatment Plant and reiterated the concerns of the previous speaker. Mr. Mueller noted that raising the cost of discharging septage at the treatment plant may be seen as a discriminating action toward residents who are taking care of their septic systems and suggested that all residents of School District 69 be assessed for the cost of odour control facilities at the plant.

MOVED Director Savage, SECONDED Director Loomis, that the April 13, 1999 Board motion banning septage be rescinded and that the Regional District of Nanaimo continue accepting septage at Regional District facilities for$0.05 per gallon for the next year and for $0.10 per gallon from that time forward.
MOVED Director Luchtmeijer, SECONDED Director Holme, that the item be tabled until such time as a seminar is held by the Board, technical staff and engineers to discuss the subject in detail.
