DELEGATIONS

Steven Minnie, Wright Focus, re Strata Conversion Application � 1009 Allsbrook Road � Area F.

Mr. Minnie spoke in support of the Strata Conversion application and addressed some of the Area Director�s water and sewer concerns. The applicant is in agreement with RDN requirements except item No. 7 in Schedule �I� and requested that the RDN consider waiving the parkland requirement.

Vince Iameo & Ross Steinke, Architrave, re Development Variance Permit No. 9902.

Mr. Iameo noted that he or Mr. Steinke were in attendance to answer any questions pertaining the their Development Variance Permit application.

The Chairperson noted that Mr. Boyle would be permitted to speak for ten minutes as his request was inadvertently omitted from the Agenda.

Robert Boyle, re Forest Land Reserve Application 9901 (Lockwood Alpine Village � Area F).

Mr. Boyle provided a summary of the Lockwood Alpine Village application and their proposed village node which is not included in the draft official community plan for Electoral Area �F�. Mr. Boyle stressed the intention of the applicant to cause as little environmental impact on the area as possible. The Committee was urged to support Alternative No. 1 of the staff�s report.

Paul Villar, Parksville & District Chamber of Commerce, re Forest Land Reserve Application 9901 (Lockwood Alpine Village � Area F).

MOVED Director Stanhope, SECONDED Director Savage, that Mr. Villar be permitted to address the Committee.

Mr. Villar spoke in support of the Lockwood Alpine Village Forest Land Reserve Application and noted that the project would be an asset to the area�s economy.

Lyle Price, Arrowsmith Ski & Park, re Forest Land Reserve Application 9901 (Lockwood Alpine Village � Area F).

Mr. Price addressed concerns regarding snow level testing and spoke in favour of the Lockwood Alpine Village project.

Mike Carter, Pacific Rim Tourism, re Forest Land Reserve Application 9901 (Lockwood Alpine Village � Area F).

Mr. Carter spoke in favour of the Lockwood Alpine Village Project and noted that this project would be a boost to the economy of the Central Vancouver Island region.

Jim Turley, Nanaimo City Centre Association, re Forest Land Reserve Application 9901 (Lockwood Alpine Village � Area F).

Mr. Turley, representing the Nanaimo City Centre Association, expressed his support of the Lockwood Alpine Village Project as it would have a spinoff effect on the economy of the City of Nanaimo.

Marshall Cooper, Nanaimo Tourism, re Forest Land Reserve Application 9901 (Lockwood Alpine Village � Area F).

Mr. Cooper was not in attendance.

MOVED Director Garnish, SECONDED Director McNabb, that Development Permit 9901 to establish a shop/office/security appartment facility and an adjacent equipment storage yard on the property legally described as Lot 2, Section 13, Range 7, Plan VIP67939, Cranberry District, be approved subject to conditions set out in Schedule 1.

MOVED Director Savage, SECONDED Director McGuffie, that Development Variance Permit Application No. 9902, to vary the maximum permitted height of the Residential 1 (RS1) zone from 8.0 metres to 8.76 metres to permit the construction of a dwelling unit on the property legally described as Strata Lot 2, District Lot 54, Nanoose District, Strata Plan VIS4421, be approved as outlined in Alternative No. 1, subject to notification pursuant to the Municipal Act.

FOREST LAND RESERVE

MOVED Director Garnish, SECONDED Director Stanhope,:

  1. That the referral from the Forest Land Commission which requests an indication of the Regional District�s support for the removal of 650 acres of District Lot 11, Cameron District, from the FLR be referred back to staff.
  2. That the Forest Land Commission be advised that the RDN will be directing the applicant to hold a public meeting and that the RDN will evaluate the additional comments and undertake further analysis prior to providing a formal response to the FLC.

MOVED Director McGuffie, SECONDED Director Garnish, that staff and the proponent hold discussions regarding financial implications involved in additional consultation and public meeting and their recovery.

The motion CARRIED with Directors Holme, Little, Duggan, Sherry, Loomis, Rispin, McGuffie, Savage, Stanhope, Garnish and Hamilton voting in the affirmative and Directors Luchtmeijer, Duncan, McNabb and McLean voting in the negative.

MOVED Director Luchtmeijer, SECONDED Director McGuffie, that two public meetings be held with one located in the Qualicum area and the other located in Electoral Area �F�.

MOVED Director Garnish, SECONDED Director McNabb, that the request from WR Hutchinson, BCLS on behalf of W. Huf, to relax the minimum 10% perimeter frontage requirement for proposed Lot A as shown on the Plan of Subdivision of the Remainder of Lot 9, Section 12, Range 2, Cedar District, Plan VIP53334, be approved.
