MOVED Director McNabb, SECONDED Director Stanhope, that the minutes of the regular Environmental Services Committee meeting held on Tuesday, November 24, 1998, be adopted.

Kathleen Hancock & John Davies, re Kick the Can � School Education Program.

The delegation presented a short overview of the Kick the Can school education program currently in place in the Regional District.

MOVED Director Holme, SECONDED Director Garnish, that the delegation be received.

LIQUID WASTE

Northern Community Sewer Development Cost Charge Amendment Bylaw No. 934.01.

MOVED Director Holme, SECONDED Director McGuffie,:

1. That the boundaries of the Northern Community Sewer Local Service Area Development Cost Charge bylaw be amended to be consistent with the community servicing area as determined in the OCP and GMP.

2. That the "Regional District of Nanaimo Northern Community Sewer Local Service Area Development Cost Charge Boundary Amendment Bylaw No. 934.01, 1999" be introduced, read three times and forwarded to the Inspector of Municipalities for approval.

French Creek Pollution Control Centre � Odour Control.

MOVED Director Stanhope, SECONDED Director Holme, that the report regarding the management of odour at the French Creek Pollution Control Centre be received for information.

SOLID WASTE

Nanaimo Recycling Exchange � School Education Program.

MOVED Director Loomis, SECONDED Director Savage, that the Board approve the funding request for $18,743 from the Nanaimo Recycling Exchange (NRE) to provide an additional thirteen weeks of the "Kick the Can" school education program.

A recorded vote was requested.

The motion was DEFEATED as a result of a tie vote. Voting in the affirmative were Directors Holme, Luchtmeijer, Duggan, Loomis, McNabb, Savage and Garnish. Voting in the negative were Directors Little, Sherry, Duncan, McGuffie, Stanhope, McLean and Hamilton.

MOVED Director Luchtmeijer, SECONDED Director McNabb, that the Board approve $15,000 for the Nanaimo Recycling Exchange (NRE) to provide an additional thirteen weeks of the "Kick the Can" school education program.

Pump & Haul Amendment Bylaw No. 975.12.

This item was withdrawn at the request of the applicant.

WATER MANAGEMENT

Arrowsmith Water Management Committee.

MOVED Director McLean, SECONDED Director McNabb,:

  1. That in accordance with Section 4.1 of the Arrowsmith Water Service Joint Venture Agreement, the RDN appoint John Finnie, General Manager of Environmental Services, as the RDN alternate member.

  2. That staff advise the other Joint Venturers of this appointment.
