Director Duncan left the meeting citing a possible conflict of interest.

MOVED Director Stanhope, SECONDED Director McLean, that a late delegation be permitted to address the Board.

C. Springford, Mid Island Soil Producers, re Soil Removal Bylaws.

Mr. Springford, Island Aggregate Association, raised his concerns regarding the adoption of a soil removal bylaw prior to completion of the Aggregate Study, which is currently under review by the RDN Aggregates Study Select Committee. On behalf of this committee, Mr. Springford requested that the motion to give the proposed soil removal bylaw first three readings, be defeated and that due process take place.

MOVED Director Sherry, SECONDED Director Stanhope, that the delegation be received.

Soil Removal Bylaws.

MOVED Director Sherry, SECONDED Director Rispin, that "Regional District of Nanaimo Soil Deposit and Removal Control Extended Service Establishment Bylaw No. 1142, 1998" and "Regional District of Nanaimo Soil Removal and Deposit Bylaw No. 1143, 1998" be referred to the Aggregates Study Select Committee for their input and comments and then forwarded to the Board for consideration.

MOVED Director Savage, SECONDED Director Loomis, that the words "for their meeting on October 28, 1998" be inserted between the words "Committee" and "for", and that the words "next week" be inserted after "Board".

MOVED Director Garnish, SECONDED Director Loomis, that this item be tabled.

DEFEATED
