MINUTES
MOVED Director Garnish, SECONDED Director McNabb, that the minutes of the regular Environmental Services Committee meeting held on Tuesday, August 25, 1998, be adopted.

PRESENTATIONS
Aldo Opel, re Odours at the French Creek Pollution Control Centre.
Mr. Opel stressed the importance of solving the odour problem at FCPCC while noting that the residents group which previously monitored the odour for French Creek residents will no longer be doing so as they have not been satisfied with the RDN�s approach to the problem. It was also noted that a 500 signature petition had been submitted requesting that all future expansions at FCPCC be withheld until the existing odour problem has been solved.
Mr. A. Hoppe, a resident of French Creek, requested that the Board seriously consider the proposals of the consulting firm who prepared an assessment of the remaining odour problems at FCPCC.
Mr. G. Sanders again stressed the need to solve the odour problems caused by the FCPCC and noted that an investigation should be instigated to ensure that there is no health danger resulting from the FCPCC�s emissions.

Joy Morris, re Pumping Station on Wembley Road.
Mr. Melnechenko, representing Ms. Joy Morris, stressed the need for all parties to come to agreement on the wording in the covenant required by Board resolution, to approve alternative sewer servicing for 702 Wembley Road. A brief history of the application process was presented and Mr. Melnechenko requested that a meeting be held between both parties to find common ground in the covenant wording and hence, proceed with approval of alternative sewer servicing for his client�s property.

French Creek Pollution Control Centre � Odour Control Update.
MOVED Director McGuffie, SECONDED Director Stanhope, that the odour management update for the FCPCC be received for information.

Beverage Container Deposit/Refund Legislation.
MOVED Director Stanhope, SECONDED Director Savage, that the update on the new Provincial Beverage Container Deposit/Refund legislation be received for information.

UTILITIES
French Creek Sewage Collection Servicing Option Study.
The Chief Administrative Officer introduced Mr. Colin Stewart, the District�s Solicitor, to the Committee. Mr. Stewart presented a brief overview of the proposed covenant which is to include provision for a latecomers fee and mandatory hook up to the future extension of the sewer line on Wembley Road.
MOVED Director Stanhope, SECONDED Director Little, that the alternative servicing proposal for 702 Wembley Road and the proposed covenant be referred to the Area Director, the Chief Administrative Officer and the applicant for further discussion.

The Chief Administrative Officer requested that the staff recommendation be considered.
MOVED Director McGuffie, SECONDED Director Garnish, that the Board motion of February 11, 1997 to provide alternative sewer servicing for 702 Wembley Road (Lot 1, District Lot 81, Plan 30538) be confirmed.

Nanoose Reserve Sewage Plant.
Director Savage updated the Committee members regarding an application by the Nanoose Indian Band to the Ministry of Environment for approval of a sewage plant to be located on native reserve lands. The Ministry has sent a letter of referral to the RDN and awaits our response.
MOVED Director Holme, SECONDED Director Garnish,:
That staff be instructed to file the appropriate appeal with the Ministry of Environment regarding this application prior to October 2, 1998; and,
That a report be prepared for either the next Board or the next Environmental Services Committee meeting dependant upon time constraints.
